Jiang He (Qin Hao) is assigned as the new chief of the Dong River Port Public Security Bureau. On his second day in office, a passenger ship sinks and Dong River Port’s important partner, the chief accountant of Yashan Colliery, suddenly goes missing. Jiang He has to deal with the aftermath and successfully reform the old port.
